CUPCCAA

(Informal bidding)

WHAT IS CUPCCAA?
The California Uniform Public Construction Cost Accounting Act, administered by the California Uniform Public Construction Cost Accounting Commission (CUPCCAA), provides for alternative bidding procedures when an agency performs public project work under contract. 
 
(a)Public projects of seventy-five thousand dollars ($75,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred-twenty thousand dollars ($220,000) If all bids received are in excess of two hundred-twenty thousand dollars ($220,000), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred thirty five thousand dollars ($235,000) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable. Spreckels Union School District has contracted with Colbi Technologies to provide a web-based process for submitting to their CUPCCAA list called Quality Bidders.

Licensed contractors interested in being listed as an eligible Contractor on the AESD’s Informal Bid List must:

  • Have a current license and are subject to verification through the CA Contractors State License Board;
  • Comply with SB854 and must be registered with the Department of Industrial Relations (Labor Code Section 1725.5) (Information on SB854 can be found at the California Department of Industrial Relations);
